As a user, I can access a list of communities in the admin panel
What needs to be done?
Once #757 (closed) is available, users can access a list of communities in their admin panel. Only community admins will be able to add members to them.
This list will be available at the same place the list of users was available:
We are deleting the access to the list of users / user creation within the UI for now.
The First column will be the list of communities, within the second column a button will show up to add members if the page is visited by an admins of this particular community.
The "atom" icon will be used as a right menu entry.

Are there any technical details worth mentioning?
Test cases
- Login
- Go to the admin panel
- There the user menu should have been replaced by a community menu (with atom icon)
- See that all "add members" button are deactivated
- Repeat 1234 with a profil admin of one or several communities.
- Check that for these communities you can add members, and the community they were added to corrently shows within their profile
