Local/Organization sharing vs Public sharing
What needs to be done?
Contributors should be able to specify the "scope" of the resource so that it appears as a result on searches done on the local installation or only by users that are part of a specific organization.
This functionality is specifically affects 2 use cases:

Resourcers reserved only to organization members, this is needed for
- organizations that want to use coopedia for their "intranet" including documents that shouldn't be shared outside
- education institutions that want to share resources with their students based on their enrollment in a specific course

Resources reserved only to searches performed on the local interface, this is needed for materials that have some sort of intellectual property or copyright constraint, for example for publications that cannot be made available outside of Europe or Russia. Including the resource only in searches performed on the local node we would be able to respect this geographical limitations (at least in terms of hosting infrastructure and/or tld)
Technical details
This features require a revision of the organization membership for users and the federation design to see what is currently possible and what needs to be developed or customized.
