Localisation of description in server profile and in DPM component

Server-side

Currently we are writing descriptions of platforms in both English and French (in the SiteSettings model), and we should be serializing this information in RDF to support localisation.

Client-side

In the data-permissioning module, we should parse the dcterms:description property for localisation based on the browser language.
