From a client-side point of view, I am limited to browsing, joining the circles of servers which my server admin chooses to federate with

On Mastodon, the user decides whether they trust a server by following an account from that server. Once the user interacts with another server, that server's content will begin appearing in the federated timeline, similar to LDPSource

We could offer something similar to decentralise the creation of LDPSource material

This possibly still isn't optimum, because it means that if the target instance is unknown, the user will need to find it by URL
