Allow to disable CDN usage with Sib Core

@sylvain One point I've missed during our call could be the possibility to allow the integration of Sib Core on a bundler like webpack, rollup, other. On this usage, I would expect Sib Core to not call any CDN (jspm & cie) for its deps but to use a local version of them.
