Administration: Filter circle by community

Today User is lost when arriving on Circle list side. User look for circle that is own by his community and he can not find it, so most of the time he give up.

We would like to associate circle with communities to create them. Obviously the style "list" of today make this demand complicated so we would need to have a new design to make more lookable. Here is just an idea of what we want to do but let's do what you feel good to do. Thx
