Notified me when adding to a circle or project

Today user can not know if the fact to join a circle or project is working. Especially because we encounter some issues with those components but anyway we need to know what moves are done.

When user join, leave, a project or circle he has to be notified. When user is added, is removed from a a project or circle he has to be notified.

@jbpasquier do you need me to split some of those requests ? tell me. Do you see/know, some other user cases that are closed to this and not mentioned ?
