Block replies within a dedicated circle

Bazaar St So have a special request concerning circle working. They are in the pipe to become customers for a non-Hubl Instance

They ask if it's possible to make a circle where only admin can post. They want to use it only for info updates, digicode, wifi code, info last minute, They don't want users could reply within the circle.

How could we do this ? I Would need to know before Monday, we have a call to see how it works.
