Add an admin field and add users as an Admin in a circle

What needs to be done

Before to read, have in mind the following: Today (february 7th 2021) in the circle administration part, the name "ADMINISTRATEUR OU ADMINISTRATRICE" is a wrong naming. The real name of this actual field has to be "OWNER" cause the circle is owned by his owner and defacto by its instance.

As an admin I want to have possibility to add other admins in that circle. We need to have a new field created giving possibility to do so.

@sophie could you please estimate this one ?

@jbpasquier would you say if that new field has to be in the upside with description or in the downside with members list for Sophie to work ? In the same time could estimate as well on your side ? Thx
