[Upgrade ESS France] - fix and improve CSS on "resource" component

Needed for Upgrade ESS France application

When ESS community application was created, bugs was fixed and improvement was made in CSS, we must reintegrate this in the core component. During this work, integrate the possibility to manage only one CSS for all components.

Could you please detail the work to do, then estimate the cost to implement it ?
