[Upgrade ESS France] - Specify required attributes for field that are mandatory on "resource" component

Needed for Upgrade ESS France application

When ESS community application was created, required attributes for field that are mandatory was Specified, we must reintegrate this in the core component

Could you please detail the work to do, then estimate the cost to implement it ?
