New component Newsboard manager for Hubl

Context

Dashboard today is useless, less 1% of interviewed users are able to speak about it. Regarding that, we want to provide a real good Xperience to users and make that dashboard really nice. To do so we need want to propose an way to centralize informations and allow people to create content at that place.

To do so, we need to build a new component able to manage all those things in one place.

At the top it needs to have basically 2 tabs. One tab my community X and at the end one tab all communities If User is in several communities it has to have several tabs. For Exemple one tab my community Y, one tab my community Zand so on. my community Y and my community Z will be the same as my community X.
