Connect Mailchimp to Hubl to save email adresses of the new members of the Happy Dev communities (with a prior consent)

The need is to be able to send emails to the new members of Happy Dev communities just arriving in Hubl, like welcome or onboarding emails.

UX : need to add a consent check box somewhere.
