Extend Data Permissioning Module (DPM) to Support OIDC User Level Permissioning

The existing Shopify implementation has user level permissions. This is necessary as we don't want to allow all OFN users to create/edit Orders (or even read/import products).

The current DPM uses Client level permissions. We need to also/instead allow the handling of user level permission requests (scopes etc remain the same).

This is probably out of scope for CQCM but desired for FDC going forward.

Can SiB provide an estimate for this please?
