Change how scopes are handled

Description

  1. The proxy will publish a JSON-LD doc including the scopes required (in the same format as the overall list)

  2. A link to this will be included in the Proxy WebId

  3. The DPM will be updated to read this from the profile, rather than using the scopes-uri parameter.

Acceptance Criteria

When using the DPM for CQCM, only 2 scopes are required: ReadEnterprises and ReadProducts
