First integration to Hubl of the resource component

With @Marjolaine we worked on adding one of the missing components to Hubl for the DigitialPlatformObservatory.

It still needs some integration so final version is coming but @jbpasquier if you can have a look and let us know if something is wrong, be my guest !

So we add:

• Associated endpoints configuration
• Menu item
• Dedicated route
• Dedicated page
• Some specific CSS (still missing)
