Web manifest generation + Core 0.13

@matthieu Did you sync with the rest of the framework team to go forward on this subject? I'd like to release it this week, along with the core @ 0.13 + server's perf upgrade.

We said with @jbpasquier that the first step could only be to replace unpkg.com by cdn.skypack.dev in components, like here https://git.startinblox.com/components/solid-dashboard/blob/master/src/solid-dashboard.js#L3

We should also update the documentation to recommande skypack starting from now.
