WIP: Circle admin

The code is not nice. It currently generates a leave button for every member of each circle. And I don't know how to hide the join button for circles of which the user already belongs.

I integrate it on https://git.happy-dev.fr/startinblox/applications/sib-app/tree/circle-css branch to fix route on admin, add the create button and few things & test it with the JS of circle-information.

It's working if you start script at the right time, as is it don't - you have to load the page then go to another page with a sib-form to have the Join/Leave button managed rightly. Issue about this: https://git.happy-dev.fr/startinblox/framework/sib-core/issues/521
