Federation: Can't add distant user on distant circle

Context: I logged in on test2 with an user on test1 and wanted to add an user from test2 to my circle on test1. Server never answered my request, after few try I had to restart it - pending requests seems to just freeze on. Nothing on logs on server side.

Notice that I've the same behavior on the reverse usage: Adding a test2 user which has not already logged in on test1 server to a test1 circle.
