On-the-fly anonymous SSR generation

A bit more flexible way.

We want to keep the generate_static_content to keep a proper way to pregen a bunch of routes and update old ones.

I also forced the encoding to utf8, had some issue with EP production datas.

Edit: I added a way to update old ones (prior 24h), so it's a complete addition to the generate_static_content script.
