Users can not add Skills directly when fill own profil
What needs to be done
-We want users able to fill skills by themselves, cause now Users can not add Skills directly when fill own profils. -We think there must/may be a step of validation by local admin before it's online. How is it possible to do this ?

Are there any technical details worth mentioning?
-Could it be problematic regarding the futur notifications on job board ? I mean how do we manage newskills arriving in the server ?
