[Upgrade ESS France] Add the resource component to Hubl

Like for solid-event, we should make the solid-resource component usable in Hubl by just choosing it in the configuration step.

Here are the missing parts :

• create a solid-resource repo in components group and publish the 2.0 version of the component there (25 tokens)
• Use the new hubl styling framework (40 tokens)
• make sure all the remaining bugs are fixed (#182 (closed), #183 (closed), #184 (closed), #185 (closed),#187 (closed), #188 (closed), #189 (closed), #190 (closed)) (20 tokens)
• implement the resource edition/deletion screens (10 tokens)
• integrate this component to the autdeploy pipeline (25 tokens)
